For the last two ye~rs, I have enjoyed the privileges 'antl the responsibilities
of the office of Mayor of Fort Erie, and now, with regret, I find :wyself corapelled to retire fror.1 active pc.. rticipation in mm.icipol affairs.
During those two yen.rs , I h&lt;.::ve had the good fortune of being able to rely upon
a very able, energetic L:.Ild forw...;.rd-looking Council who h.s.ve been so zecJ.ous in
the performance of their duties that they hc.ve held i!lore ueetings, regular and
special , thc.n any other Council i n t he history of Fort Erie. During those two
yec.rs, end through these numÂ·erous meetings, this Council evolved a.nd estcblished
certain fundc.mentc:.l policies of adrJinistr ation which they found essential to
sound civic goverru:ient, end I would like to t:ike this opportiini ty of outlining Â·
what these policies were, how they have been applied, encl the rcsul ts they have
produced.

(1) One of these fundamental policies was .recognition cf the fact thn.t it is
the duty Â·or your Council to use every mecLIJ.s avc.ilctble to keep the public fully
cnd continuously informed of u.11 aspects of muni.ciprJ. business. Your Council
therefore providecl reporters in advruic0 with copies of cll correspondence and
reports coming before the Council for ccnsider~tion and cJ.so with copies of
the minutes of such meetings as soon a.a they vmre prepmÂ·ed. Your Council hn.s
been careful to advise the press whenever possible, of the holding of specicl
meetings end hc.s requested reports from cJ.l dep~rtments und~r its control,
cluding monthly budget stc.tements, so th~t every c.spect of our oper2.tions can
be brought before the public and, when necessnry, your Council went on the airwaves to- broadcc.st to the people of Fort Erie. As c. .result of this policy,
your Council hc.ve enjoyed the confidence end co-oper~tion of the locc.l press,
who hc.ve very genera.llsly devoted a gre~ t decl of valuable space to municipal

(2) Another fundc.mantcJ. policy of your Council h~s been their belief that it
vms their flrii:ilc.ry duty to conduct the affo.irs of this municipnli ty so as to
prevent t~tion from increasing to the poi nt wl-:ere it dtscour2.ged the growth
of the municipality end yet, at the sc.ma t i r1e, maintain c. high level of public
services. In c.ttempting to c:;.rry out this policy, your Council was hCl.ilpered
by the fc.ct thct they control only one-third. of the expenditures in the rJJun":"'
icipality. .Annual payments of interest cnd principc:J. on our he&amp;vy debenture
debt, the County Cobncil levy, ~d th&amp; levy of the Boardof .Education account
for roughly two-thirds of our expenditures . Your Council W&lt;:?.S cl so faced with
the problem of increasing costs . of c.dlilinistrc..tion due to the increc.se in the
cost of living. Nevertheless your Council, Â£:.fter c:. ct:reful 2.ppra.iscl of the
financil'..1 poÂ·si tion of the municipnJ.i ty,, proc~ed~d to cc.rry out this policy along several lines :

(c.} Your Council has impressed on the County Council end on the Boa.rd of E.d' uc2.tion its convictivn that these two bodies share with ycur Council the responsibility for holding down trumtion by avoiding nny expenditure which was

(b) Your Council hes been diligent in exploring c.11 possible mec.ns of rais1

Centr~.l Mortga.ge Â·end Housing. to build J5 new hones, instec.d of thd 25 they had
originully intended. Your Council encuuraged private building by reducing the
St.le price of any lut which wuuld be built Upon, and l'-re presently pushing the
building â€¢.f c. new subdivision on Highlcnd Avenue despite mc;ny discouraging setbo.cks. Lnstly, your Council g&amp;ve the Greeter Fort Erie Chrunber of Commerce an
annucl. grll.nt of $ 500.QO c.nd cppointed their nc.naging director Industricl Cofilmissioner for the Mu."liciplllity.

On the othor hand c.n c..ttempt wc.s me.de to inc:i.~ec.se the productivity of our
employees in. every branch of the udministrc.tion and to that end e. number of
steps were tc.ken. Thus the Works Depart.went wr-s split up into o. Str~et Depnrtt:1ent o.nd a. Vfc..ter Department, el:.ch with its own superintencLent. The vrorking
conditions of our employees were me.de c0L.1pnrable to those of privute industry,
with whom we must compete for good employees, by increc..ses in stle.ries, by
allowc.nces for overtime pay end accumulation of sick lee.vi?, by cl.lowing oore
holiday time, e.nd lo.stly by the introduction of a syst0u of pensions. J..s a
result, I believe thc.t in the future uUr municipolity should be -cble to compete successfully with privc.te industry for th&amp; highest type of emplcyees.
