Why is the FEPL introducing a monthly borrowing cap?

Hoopla uses a pay-per-use model, the library pays a fee for every single item borrowed. Over the last year, our borrowing costs have doubled yet again. In the past, we have tried implementing less rigid borrowing limits to avoid a cap. However, the rising costs have become unsustainable for our budget. 

A monthly community cap helps ensure Hoopla remains available to our community while allowing the library to responsibly manage rising borrowing costs while balancing the library’s overall financial sustainability.


Is my personal borrowing limit still the same?

Yes, you will still have access to the same number of items per month (4). However, Hoopla will implement a daily limit to ensure the budget is spent evenly over the month. This means you may be unable to borrow an item, even if you have not reached your personal monthly limit.


What happens if I try to borrow after the daily limit has been reached? 

Hoopla will notify you that the library's collective daily borrowing limit has been reached. The limit resets at midnight, so you can try borrowing again the following day. You can continue browsing and add titles to your favourites.

A message from Hoopla may read:

"The collective daily borrow limit set by your library has been reached and will reset at midnight. Please browse and add titles to your favourites so you can easily access them after midnight."


What happens if I try to borrow after the monthly limit has been reached?

Hoopla will notify you that the library's monthly borrowing limit has been reached. You can try borrowing again on the first day of next month when the limit resets.


Can library staff override or change the borrowing limit?

No, the borrowing limit is managed through Hoopla and can’t be changed by staff.


Can I pay for additional Hoopla borrows?

No, Hoopla is provided as a library service, and we cannot add additional borrows to specific accounts.


What happens if I receive an error message when trying to borrow an item?

If you receive an error message when trying to borrow an item, it may mean that you have reached your personal borrowing limit or that the daily or monthly borrowing limit has been reached.
