1. Policy


The Fort Erie Public Library is committed to providing equitable access to a wide range of library services in a welcoming, safe, and inclusive environment. This Code of Conduct is designed to ensure the safety and enjoyment of all patrons and staff, protect library property, and maintain a respectful atmosphere conducive to study and community use.

Staff will enforce these rules in a fair, dignified, and positive manner for the benefit of everyone.


2. General Conduct


Respect and Safety

  • Be polite and civil to library staff and other patrons.
  • Language and behavior that is disruptive, abusive, harassing, or threatening
  • patrons or staff will not be tolerated.
  • Anyone perceived as a threat to safety or enjoyment will be asked to leave.
  • Follow staff instructions during emergencies, including fire alarms or drills.

Supervision of Children

  • Parents or guardians are responsible for supervising their children. Children under 12 must not be left unattended.
  • Library staff are obligated by the Ontario Child and Family Services Act to contact authorities if a child is deemed to be in need of protection.

Proper Attire and Personal Items

  • Shirts, shoes, or other appropriate attire must be worn in the library.
  • Keep personal belongings with you. The library is not responsible for theft or damage.
  • Roller blades, skateboards, scooters, bicycles, and other sports equipment are not permitted inside the library. Bicycles must be properly secured outside and not left in the vestibule.

Use of Library Property

  • Damage, misuse, theft, or attempted theft of library materials, equipment, furnishings, buildings, or exterior property is prohibited.
  • Library materials may not be taken into washrooms.
  • Members of the public may be required to show the contents of bags or carrying cases for inspection of library materials.

Technology and Equipment

  • Improper use or interference with public computers is prohibited.
  • Set electronic devices to mute or vibrate to avoid disturbing others.
  • Photographing, filming or recording staff or patrons without permission is not permitted.

Food, Drink, and Scents

  • Food and drink are allowed only in designated areas.
  • Limit the use of scented products to respect those with sensitivities.
  • Discard garbage into designated trash cans.

Access and Movement

  • Use only authorized entrances and exits.
  • Members of the public are not permitted in “Staff Only” areas without permission.
  • Patrons or their belongings many not block aisles, doorways, or other pathways.

Posting and Solicitation

  • Posting notices, distributing circulars or petitions, soliciting, or engaging in commercial activities on library property requires prior approval.

Animals

  • Animals are not permitted in the library, except for authorized programs or service animals assisting individuals with disabilities.

3. Wellness Check Provision


  • Patrons may not occupy washrooms for extended periods. If a patron remains in a washroom for more than 20 minutes, library staff may conduct a wellness check to ensure their safety and well-being.
  • If patrons appear to be non-responsive or incapacitated in any area of the library, paramedics and/or the authorities will be notified.
  • Repeated instances requiring wellness checks will result in reduced warnings, and the patron may be subject to loss of library privileges or temporary exclusion from the premises.

4. Enforcement and Consequences


  • Violations of this Code of Conduct may result in cost-recovery charges, suspension of library privileges, exclusion from the library, or prosecution.
  • Staff will document incidents using an Incident Report Form, which will be kept on file for at least five years. These reports may be shared with library management, the Library Board, or authorities as necessary.
  • Suspensions or bans will be delivered in writing. Appeals must be submitted in writing to the CEO, who will present these to the Board for discussion at the next regular Board meeting.
  • In cases where staff did not witness a violation, affected parties may submit an Incident Report Form. Library management will review the report and may impose suspensions or other consequences.
