1. Policy


1.1 Provides direction and criteria on the raising and half-masting of flags at the Fort Erie Public Library.


2. Flying of Flags


2.1 Only the flags of Canada, the Province of Ontario , or the Town of Fort Erie shall regularly be raised on flag poles located at the Fort Erie Public Library (a municipal facility).

2.2 Raising of Flags

2.2.1 Notwithstanding the provisions of Section 1.2, the CEO may approve the raising of any of the following flags on the flag poles at the Library.

  • The United Nations
  • The flag of a state recognized by Canada when an official representative is visiting the Town or an official is representing a Municipality officially linked to the Town of Fort Erie.
  • The flag of a state recognized by Canada during a celebratory event of state.
  • Canadian Armed Forces flag and special considerations related to the military (i.e. Red Fridays)
  • Non-profit or charitable organizations and shall not be issued for commercial, religious, political or special interest purposes.

3. Half-Masting of Flags


3.1 All flags at the Fort Erie Public Library shall be lowered to half-mast from the day of death up to and including the day of the funeral as a symbol of mourning in the event of the death of any of the following persons:

  • The Reigning Monarch or an immediate member of the Royal Family
  • The Governor General of Canada or former Governor General
  • The Prime Minister of Canada or former Prime Minister
  • The Lieutenant-Governor of Ontario or former Lieutenant-Governor
  • The Premier of Ontario or former Premier
  • The current local Member(s) of the Federal Parliament
  • The current local Member(s) of the Provincial Legislature
  • A current or former Member of Council
  • A current or former Fort Erie Public Library Board Member
  • A current member of fort Erie Public Library Staff
  • Any other circumstance where the CEO deems it appropriate

3.1.1 Flags at the Fort Erie Public Library shall be lowered to half-mast on

  • Remembrance Day – November 11th
  • Worker’s Mourning Day
  • In any other circumstance where the CEO deems it appropriate

4. Responsibility


4.1.1 Issues raised relating to this policy and to half-masting of flags shall be the responsibility of the CEO, who shall have regard to the Rules for Half-Masting the National Flag of Canada produced by Heritage Canada.
