1. Purpose
This policy establishes clear guidelines and expectations to ensure consistency, compliance, and accountability within the Fort Erie Public Library (FEPL). It outlines the principles and procedures that govern membership eligibility and fee structures to support our mission, values, and legal obligations under the Public Libraries Act.
2. Scope
This policy applies to all employees, board members, volunteers, and contractors. It extends to all activities, decisions, and operations conducted under the FEPL’s authority regarding membership registration and fee collection, regardless of location.
3. Definitions
Membership Privileges - The rights and services granted to cardholders, including borrowing materials, accessing digital resources, and utilizing library facilities.
Non-Resident - Any person who does not meet the criteria established for Resident status.
Resident - Any person who lives, works, or owns property within the boundaries of the Niagara Region, as defined by the Municipality of Fort Erie.
4. Policy Statement
FEPL is committed to providing equitable access to information and resources for our community. Accordingly, all individuals covered under this policy must adhere to the following expectations:
All persons who live, work, or own property in the Niagara Region are eligible for membership privileges at the Fort Erie Public Library free of charge. Proof of residency, employment, or property ownership will be required at the time of registration.
Persons who do not meet the criteria established above can receive a membership by paying the following membership fee:

5. Responsibilities
- Board of Trustees: Oversees compliance and reviews policy updates.
- CEO: Ensures enforcement and provides necessary resources.
- Supervisors: Communicate expectations, train staff, and monitors adherence.
- Employees/Volunteers: Follows policy guidelines and reports violations.
6. Compliance & Consequences
Failure to comply with this policy may result in disciplinary action, up to and including termination, depending on the severity of the violation. Reports of non-compliance will be investigated promptly and addressed in accordance with FEPL’s disciplinary procedures.
7. Communication
This policy will be distributed to all applicable parties via Rise. An updated copy of the Policy Manual will be located in Sharepoint and at the circulation desk. Updates will be communicated in a timely manner.

9. Anticipated Review Date
This policy will be reviewed every three years to ensure relevance, effectiveness, and alignment with legal and organizational changes. The next scheduled review is May 2029.
